PRIMARY-SOURCE EDUCATIONAL REPORT
Bills of Exchange, Treasury, the Holy See, United Nations, City of London, Trilateral Commission, and the Federal District
Updated September 23, 2026
Purpose
This report presents, in a straightforward and educational manner, what has been learned from primary and official sources concerning bills of exchange; the Federal Reserve banking system; the United States Treasury and Bureau of the Fiscal Service; the Holy See and Vatican City State; the United Nations; the City of London; the Trilateral Commission; and the constitutional phrase “ten Miles square.”
The purpose is to allow the documents to speak for themselves and to show how the different institutions and legal systems actually interact.
1. Bills of Exchange Remain Part of Federal Banking Law
Bills of exchange are not merely historical instruments. Federal law continues expressly to recognize notes, drafts, bills of exchange, bankers’ acceptances, and related commercial paper.
Under 12 U.S.C. § 343, Federal Reserve Banks are authorized, subject to statutory requirements, to discount qualifying notes, drafts, and bills of exchange arising from actual commercial, agricultural, or industrial transactions.
Under 12 U.S.C. § 353, Federal Reserve Banks may purchase and sell qualifying bills of exchange and bankers’ acceptances in the open market.
Under 12 U.S.C. § 373, member banks may accept certain drafts and bills of exchange drawn by qualifying foreign banks or bankers for purposes involving dollar exchange and international trade.
Official source: United States Code, Title 12 https://uscode.house.gov/
What this teaches
The bill of exchange remains a recognized part of modern American banking law. Federal statutes connect qualifying bills of exchange with commercial transactions, banks, member banks, Federal Reserve Banks, and domestic and international markets.
2. Treasury and the Bureau of the Fiscal Service Operate Through Banking Settlement Systems
The Bureau of the Fiscal Service administers major portions of the federal government’s payment and collection infrastructure. Treasury’s own materials describe systems involving ACH, Fedwire, FedNow, Check 21, financial agents, banks of first deposit, electronic check conversion, and Treasury collection reporting.
Electronic Check Processing
Treasury’s Electronic Check Processing system receives paper checks electronically. Treasury explains that financial information and check images can be transmitted to a bank of first deposit and processed through either ACH or Check 21.
Official source: U.S. Department of the Treasury, Bureau of the Fiscal Service — Electronic Check Processing https://fiscal.treasury.gov/payments-to-government/electronic-check-processing-ecp/
Debit Gateway
Treasury’s Debit Gateway provides federal agencies with electronic processing for check and ACH debit transactions. Treasury explains that qualifying paper-check transactions can be converted into electronic entries and that check images may enter the Check 21 clearing system.
Official source: Bureau of the Fiscal Service — Debit Gateway https://fiscal.treasury.gov/payments-to-government/debit-gateway/
Credit Gateway
Treasury’s Credit Gateway receives federal payments through systems including Fedwire, ACH credit, FedNow, and online bill payment.
Official source: Bureau of the Fiscal Service — Credit Gateway https://fiscal.treasury.gov/payments-to-government/credit-gateway/
What this teaches
Federal Treasury collections are connected directly to established banking settlement infrastructure. A simplified documented flow is: payer or agency → banking channel → ACH / Check 21 / Fedwire / FedNow → Treasury financial system → federal collection record.
3. The Federal Reserve and Treasury Systems Intersect Through Payment Infrastructure
The Federal Reserve plays an important operational role in American payment clearing and settlement. The federal statutory framework concerning bills of exchange and the Treasury payment framework therefore occupy related portions of the larger financial system.
The connection can be understood in layers: commercial instrument → qualifying bank transaction → banking settlement → Federal Reserve payment or clearing infrastructure where applicable → Treasury or federal-agency collection where the United States is the recipient.
This helps explain why terms such as drafts, bills, checks, acceptances, clearing, settlement, presentment, collection, and payment appear across different parts of commercial and governmental financial law.
4. The Holy See Has a Formal Financial-Supervision System
The Holy See and Vatican City State maintain their own financial regulatory structure. In June 2026, Pope Leo XIV approved a new statute for the Supervisory and Financial Information Authority, commonly called ASIF.
The official Vatican record describes responsibilities involving financial supervision, regulation, oversight, financial intelligence, prevention of money laundering, prevention of terrorist financing, prudent financial management, and cooperation with international counterparts.
The document expressly refers to protection of the integrity and security of the international financial system.
Official source: Holy See Press Office — 2026 ASIF Statute https://press.vatican.va/content/salastampa/en/bollettino/pubblico/2026/06/30/260630e.html
What this teaches
The Holy See possesses a developed institutional system for participating in modern financial supervision. Its structure connects the Holy See / Vatican City → ASIF → financial supervision and intelligence → international cooperation.
5. The Holy See Has a Formal Relationship With the United Nations
The relationship between the Holy See and the United Nations is official and longstanding. The Holy See became a Permanent Observer State at the United Nations on April 6, 1964.
The United Nations General Assembly later adopted Resolution 58/314, formally describing participation rights of the Holy See within the work of the United Nations.
Official source: United Nations — Non-Member Observer States https://research.un.org/en/unmembers/observers
Official source: UN General Assembly Resolution 58/314 https://digitallibrary.un.org/record/525016
What this teaches
There is a direct institutional connection: Holy See → Permanent Observer Mission → United Nations → General Assembly participation and international diplomacy.
6. The City of London Has a Distinct Historical Governmental Structure
The City of London is frequently called the Square Mile. It is governed by the City of London Corporation, whose historical institutions differ significantly from the governmental organization of ordinary London boroughs.
Lord Mayor
Court of Common Council
Court of Aldermen
City of London Police
historic officers
specialized governmental functions
The Corporation itself states that the City of London forms part of London as a whole and operates alongside London’s 32 boroughs.
Official source: City of London Corporation — Our Role in London https://www.cityoflondon.gov.uk/about-us/about-the-city-of-london-corporation/our-role-in-london
What this teaches
The City of London possesses a distinctive legal and governmental history and remains an important component of the British governmental and financial system.
7. The Remembrancer Connects the City Corporation With Parliamentary Affairs
One of the most unusual City of London institutions is the Remembrancer’s Office. The City Corporation explains that the Remembrancer leads its parliamentary engagement.
monitoring legislation
interacting with Parliament
providing evidence to select committees
briefing on legislative matters
representing City interests in governmental processes
Official source: City of London — Remembrancer’s Office https://www.cityoflondon.gov.uk/about-us/about-the-city-of-london-corporation/remembrancers-office
What this teaches
There is a documented institutional bridge: City of London Corporation → Remembrancer → Parliament and governmental legislative processes.
8. The Trilateral Commission Connects People From Major International Institutions
The Trilateral Commission was founded in 1973 by David Rockefeller. Its own materials describe it as an international membership organization bringing together individuals from government, diplomacy, business, banking, central banking, academia, media, and international institutions.
It is organized principally into three geographical groups: North America, Europe, and Asia Pacific.
Official source: Trilateral Commission — About https://www.trilateral.org/about/
What this teaches
Its documented connection is principally one of people → institutions → international dialogue and policy discussion. Personal membership, institutional employment, and formal governmental authority are separate legal concepts.
9. “Ten Miles Square” Comes Directly From the United States Constitution
Article I, § 8, clause 17 gives Congress authority over a federal district “not exceeding ten Miles square” that becomes the seat of government through cession by states and acceptance by Congress.
Official source: National Archives — United States Constitution https://www.archives.gov/founding-docs/constitution-transcript
President George Washington later issued proclamations describing the boundaries of the federal district. The original district included land ceded by Maryland and Virginia.
The legal sequence was: Maryland and Virginia → territorial cession → congressional acceptance → federal district → permanent seat of government.
The Virginia portion was subsequently retroceded, leaving the present District of Columbia primarily from the Maryland cession.
What this teaches
“Ten miles square” is actual constitutional territorial language arising from a legal mechanism for establishing the federal seat of government.
10. The Constitution Also Addresses Treasury Directly
Article I provides: “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” The Constitution also requires regular publication of statements and accounts concerning public receipts and expenditures.
Official source: National Archives — United States Constitution https://www.archives.gov/founding-docs/constitution-transcript
What this teaches
The original constitutional framework deliberately addressed commerce, borrowing, money, federal territorial jurisdiction, appropriations, and Treasury expenditures as distinct parts of federal authority.
11. The Broader System Becomes Clearer When Viewed as Interconnected Layers
Commercial layer: Bills of exchange → commercial transactions → banks → Federal Reserve statutory framework → domestic and international finance
Federal payment layer: Federal agencies → Treasury/Fiscal Service → financial agents and banks → ACH / Check 21 / Fedwire / FedNow → settlement and reporting
International financial-supervision layer: Holy See / Vatican City → ASIF → financial supervision → international counterparts
International diplomatic layer: Holy See → Permanent Observer Mission → United Nations
British institutional layer: City of London Corporation → Remembrancer → Parliament → UK governmental and financial environment
International-policy network layer: Trilateral Commission → members from government, banking, diplomacy, business, academia and international institutions
U.S. federal territorial layer: state cession → congressional acceptance → District of Columbia → federal seat of government
12. What the Research Has Taught Us
Several things now stand out clearly from the original records.
Bills of exchange remain part of modern federal banking law.
Treasury payment and collection activity operates through established banking and Federal Reserve-related settlement infrastructure.
The Holy See participates in a modern international financial-supervision framework.
The Holy See has a formal and documented institutional relationship with the United Nations.
The City of London possesses unusual historic institutions and an official mechanism for engagement with Parliament.
The Trilateral Commission provides a documented meeting structure for individuals from governmental, financial, diplomatic, corporate, academic, and international institutions.
“Ten miles square” is genuine constitutional territorial language concerning the creation of the federal seat of government.
Taken together, the documents show that modern financial, governmental, diplomatic, and commercial institutions operate through overlapping channels of law, banking, international cooperation, membership, settlement, diplomacy, and jurisdiction.
The most useful way to continue this study is to follow the original instruments themselves: statutes, treaties, charters, proclamations, financial regulations, governmental agreements, banking records, congressional materials, and institutional records.
That method keeps the research transparent, reproducible, and faithful to the documentary record.
